Why are there no real standards for Web Development?

The Web development (and Website development in particular) is celebrating its 10th anniversary and surprisingly not much has been done in these 10 years to standardize the process of developing successful Websites. I am wondering what is the reason for this. Could it be the incredible variety of Websites developed and launched about every minute around the World? Or could it be that the Website development itself is splintered and embraced largly by computer enthusiasts rather than serious developers?

Going around the Internet and reading blogs, forums, articles, etc. one cannot help but to notice that most of the material is about the same stuff over and over. Website design should be separated from presentation. Websites should be designed with accessibility in mind. The content matters and not the design. It is important to have a logical and standardized navigation. The Website structure or architecture matters very much and has a direct impact on the quality of the Website.

Yet, I have not seem anyone to formalize any of this. How does it all fit together? What is the succession of steps? I feel that the true quality of a Website development company is within their development process. Most of the Website development shops do not really have a clear idea on how to approach the actual development. Most of them start with creating a stunning design. Then collecting some content. Then creating a bunch of "new media" components for the site to clutter the pages and "razzle and dazzle" the visitors with motion and graphical appeal. I feel that this is not the right way to go.
